    CICE has an immediate opening for a full-time Policy & Government Relations Manager who will provide public policy expertise to chambers of commerce and economic development organizations, help expand CICE’s network of chambers of commerce throughout the country, and serve as a point of contact with policymakers and their staff at all levels of government.


    Position Description: 

    Reporting to the Director of Policy, this position will be responsible for analyzing and explaining public and regulatory clean energy policies, planning and executing policy-related events and communications, and championing the economic benefits of clean energy. This position will support and coordinate both federal and state advocacy efforts, working closely with internal teams and external partners to align advocacy strategies and legislative efforts.

    Key Responsibilities:

    • Cultivate relationships with federal and state legislators, government officials, and their staff, positioning CICE as a resource on clean energy issues

    • Develop and strengthen relationships with chamber of commerce and economic development leaders, engaging them on clean energy-related policy

    • Build relationships with clean energy policy advocates and lobbyists

    • Monitor and research current and emerging clean energy-related public policy issues and legislation that may impact businesses or state/local economies

    • Assist in the development of policy briefs, talking points, and sample testimony to communicate the business and economic case for clean energy, in addition to acting as a spokesperson for clean energy

    • Act as a liaison between CICE program staff and external partners, ensuring program priorities align with policy advocacy efforts

    • Help coordinate and supervise the efforts of external lobbyists

    • Support additional policy and advocacy efforts as needed


    Qualifications:

    We are looking for someone with the following experience, knowledge base, and skills: 

    • At least 4 years of experience in public policy, regulatory affairs, government relations, or a related field

    • Experience working with or for a chamber of commerce or economic development organization

    • Experience with coalition-building and advocacy campaigns that involve multiple stakeholders, including public, private, and non-profit sectors

    • Experience with policy analysis and issue development

    • Proven ability to build relationships, particularly with the private sector and chambers of commerce

    • Understanding of the economics, policies, and political sensitivities associated with clean energy

    • Strong verbal and written communication skills

    • Strong strategic mindset and proven ability to translate strategy into action

    • Strong grasp of effective communications and messaging

    • Ability to work independently in a virtual business environment


    Additional, beneficial skills or expertise:

    • Experience in issue advocacy or political campaigns

    • Knowledge of key organizations in the clean energy space

    • Enthusiasm to learn and contribute to advancing clean energy

    • Engagement with the IOM (Institute for Organization Management) program 

    • Proficiency in Google Workspace


    A Bachelor’s Degree is required for this position.

    • Success in this role will be measured by increased engagement with chambers and policymakers, the execution of impactful policy advocacy campaigns, and demonstrable progress in advancing clean energy policies.

    • Competitive nonprofit salary, commensurate with experience, with full benefits and a flexible work schedule.

    • CICE is an all-remote organization with employees based nationwide.

    • Travel will likely average 10% for this position.

    CICE is hiring a full-time Western Regional Director to help build CICE’s network of chambers of commerce and economic development organizations in Arizona, Colorado, Nevada, Utah, and other Western states.

    The Western Regional Director is a key member of CICE’s Regional Team and will report to the Director of Policy.

    Position Description:

    The Western Regional Director is responsible for cultivating relationships with chambers of commerce and economic development organizations within their region.

    The Director works with these organizations by reaching out to develop relationships and educating them on clean energy issues, policies, and technologies, and energy economics and market trends. The Director will work to position chamber, economic development, and business executives as spokespeople and messengers for the economic benefits of clean energy in the region by organizing events, drafting public communications, and working with partner organizations and allies.

    This position is supported by a team of seasoned policy, outreach, and communications professionals.

    Specific responsibilities include, but are not limited to: 

    • Working with the Executive Team to determine and implement engagement strategies for Western states

    • Outreach to chamber of commerce executives and economic development leaders to build relationships and trust

    • Educating and engaging chamber and economic leaders on clean energy issues, economic development opportunities associated with clean energy, and–where appropriate–climate action

    • Organizing events and meetings with chamber and economic leaders focused on the education and adoption of clean energy policies, programs, and projects

    • Interviewing chambers to learn about their clean energy efforts and authoring op-eds, reports, or publications highlighting chamber leadership

    • Attending chamber and economic development meetings and conferences to share CICE’s priorities, positions, and services

    • Collaborating with the Regional Team on strategies, tactics, best practices, and opportunities for engagement

    • Coordinating with other business-focused organizations and allies with similar goals

     We are looking for someone with the following experience, knowledge base, and skills: 

    • 5+ years experience in organizing and outreach, coalition building, or public affairs

    • Experience working for or with chambers of commerce or economic development organizations

    • Outgoing, comfortable making calls to people you don’t know, and strong at relationship building, especially with the private sector and chambers of commerce

    • An understanding of the economics, policies, and political sensitivities associated with clean energy

    • A strong strategic mindset and proven ability to translate strategy into action

    • Demonstrated experience handling multiple assignments simultaneously

    • Problem solver, with the flexibility and initiative to work independently and as part of a diverse remote team

    • Enthusiastic to learn and contribute to advancing clean energy 

    Bonus points:

    • Strong writer, with an understanding of the importance of communications and messaging

    • Experience working in clean energy or on issue campaigns

    • Understanding of the legislative process

    • Engagement with the IOM (Institute for Organizational Management) program
