Impact Analysis of the
Ohio PILOT Program

We are excited to share the findings of a groundbreaking new study that examines the significant economic rewards Ohio communities are experiencing through the state’s Payment in Lieu of Taxes (PILOT) program. The program allows certain utility-scale wind and solar projects to be certified as Qualified Energy Projects (QEPs) and thus receive a property tax exemption in exchange for making fixed payments to the host communities throughout the project lifetime. 

Key highlights:

  • $3.6 billion in potential PILOT benefits over the next 40 years for solar projects alone, with an additional $550 million when also accounting for wind projects. 

  • Over 70,000 jobs and a total economic impact of $20 billion.

  • PILOT payments offer critical funding for schools, infrastructure, and local services.

  • Communities receive predictable, stable revenue without increasing property taxes.
